為貫徹落實黨的十九大關于“打造共建共治共享的社會治理格局”，引進第三方服務外包，強化三級網格責任，織密第四級網格，將觸角延伸到小區末梢，助推“中心+社區”治理模式優化提升。
進一步強化社區末梢治理，優化轄區內“四級網格”布局，提升網格人員工作效能，使安全隱患早預防，矛盾糾紛早調解，宣傳服務更到位、居民自治更有效，最終形成“多網合一，一網多格，一格多元”的社會治理格局，劃分以后，所有條線網格人員歸并為一個四級網格，不再另設。

按照注重實際，服務居民的原則，依托現代化信息網絡平臺，進一步深化原有“四級網格”管理體系，優化三級、四級網格部署，在康佳社區、白馬澗社區、楓津社區、馬浜社區、西津橋社區、龍池社區工作：以每400戶為基準設置一個三級網格員，每個自然小區至少配備1名三級網格員（別墅區和入住率不滿1/3的小區，由社區自己平衡,每個網格長所負責戶數浮動不超過200戶，即最低不少于200戶，最高不多于600戶），將在康佳社區設立三級網格員12名，白馬澗社區設立三級網格員26名，楓津社區設立三級網格員15名；馬浜社區設立三級網格員23名；西津橋社區設立三級網格員12名；龍池社區設立三級網格員19名。
由第三方服務機構根據三級網格員招聘條件招聘工作人員，街道相關部門及社區負責人參與人員面試，由第三方服務機構與錄用專職人員簽訂服務合同，開展培訓，由錄用的專職人員建立社區三級網格并擔任網格員。 <spanstyle='mso-bookmark:OLE_link16'>
